A Middlesboro man was recently behind bars at the Bell County Detention Center after the Middlesboro Police Department responded to a call of a man being passed out near the ARH Credit Union on Cumberland Avenue and 38th Street.
According to the arrest citation, upon arrival police found a male suspect passed out on the ground in a parking lot and EMS was notified due to the suspect being unresponsive to officers.
The citations goes on to say once the suspect regained consciousness he displayed slurred speech, glassy eyes, nodding, droopy eyes and was extremely unsteady on his feet, nearly falling to the ground. The suspect stated his name was Brian Jackie Overbay, but officers say upon investigation they were able to reveal that the suspect was using his brother’s name.
Shane Overbay, 39, was served a probation/parole violation warrant, public intoxication by a controlled substance excluding alcohol and theft of identity of another without consent. Overbay was released from jail on Jan. 11 on a $1,000 full cash bond.
In other police news, a Middlesboro man is currently behind bars after police say he was found with numerous drugs and paraphernalia in his bedroom.
Victor Prater, 27, was charged with two counts of endangering the welfare of a minor, first-degree trafficking in a controlled substance, methamphetamine, third-degree trafficking in a controlled substance, drug unspecified and trafficking in a legend drug.
